WASHINGTON (October 13, 2026)—Humane World Action Fund, formerly called Humane Society Legislation Fund, is endorsing New Hampshire Governor Kelly Ayotte for reelection. As the nation’s leading political animal advocacy organization, Humane World Action Fund endorses candidates based on their demonstrated commitment to animal protection, evaluating each candidate only on their record and positions on animal welfare issues.

“Kelly Ayotte has a long track record of leadership of commonsense animal protection measures strongly supported by voters in New Hampshire,” said Sara Amundson, president of Humane World Action Fund. “From signing bills to crack down on cases of animal cruelty to vetoing dangerous legislation that would be harmful to farmed animals, Governor Ayotte has helped advance humane policies and protect animals from cruelty and exploitation in the Granite State. We urge voters in New Hampshire to reelect Gov. Kelly Ayotte.”

“Governor Ayotte works closely with local law enforcement and animal care professionals, listens to those on the front lines and leads with their input. When animal protections are at stake, she acts. That's the kind of leadership we endorse,” said Kurt Ehrenberg, New Hampshire state director for Humane World Action Fund.

Ayotte has taken the following actions since becoming governor in 2025:

  • Signed into law a 2026 bill (HB1013) to develop humane animal safety guidelines for games in which the object is to catch a pig.
  • Signed into law a 2025 bill (HB153) to establish a study committee on expanding statewide resources to investigate, prosecute and respond to cases of animal cruelty.
  • Signed into law a 2025 bill (SB50) to establish a study committee on regulating private animal boarding facilities.
  • Vetoed a 2026 bill (HB1766) which would have made it more difficult to confiscate and care for livestock during animal cruelty investigations. Gov. Ayotte also vetoed an amended bill from the state senate (SB475) that included the same dangerous language from HB1766.
  • Vetoed a 2026 bill (SB535), which would have weakened existing protections by reducing oversight of “residential breeders” transferring fewer than 50 animals per year.
